Ahead of each season rather than during it, since a household that already has ants has already called someone. Spring for general treatment, early summer for mosquitoes, autumn for the things that come indoors when it cools. Termite messaging follows the local swarm season, which is worth mailing just before.
What to put on it
The annual plan is the product. A single treatment is a transaction and a plan is a relationship, and the plan is easier to explain on paper than on a phone call because the year can be laid out visually. Where you are mailing around a real confirmed problem nearby, say so plainly and without exaggeration. It is true, it is useful, and it needs no adjectives.
